A CNDP-supervised consultation with extensive public and stakeholder dialogue
The CNDP guarantors publish their report on the prior public consultation
The voluntary public consultation conducted by EMME and RTE (for the project's electricity connection), under the supervision of the French National Commission for Public Debate (CNDP), took place from March 24 to May 15, 2025. The independent guarantors appointed by the CNDP published their report on June 10, 2025.
The report highlights several key observations regarding the consultation process:
The quality of the information provided by EMME, RTE and the Port of Bordeaux (Grand Port Maritime de Bordeaux) was widely recognized, along with the strong commitment of the project teams ;
Participation varied depending on the consultation format, with public meetings attracting nearly 300 participants, while workshops and expert panel discussions saw lower attendance ;
The diversity of communication channels—including site visits, mobile information stands and other outreach initiatives—was positively received. Contributions from independent experts, including academics, researchers and specialist consultants, enriched the discussions and provided valuable perspectives.
In its response to the guarantors' report, published on June 18, 2025, EMME confirmed its decision to proceed with the development of a unique industrial hub dedicated to essential materials for electric mobility at the Parempuyre–Blanquefort industrial port site.
Representing a €500 million investment, the project is expected to create 500 jobs, including 200 direct positions on site, making it a major industrial initiative for the region and for France.
Building on the recommendations expressed during the prior consultation, EMME has strengthened its commitments in several key areas, including reducing resource consumption and environmental impacts; supporting local economic development; and maintaining an open and transparent dialogue with stakeholders.
Continuing the dialogue
To ensure ongoing engagement with local communities and stakeholders, EMME launched a continuous consultation process in September 2025. This initiative was designed to provide regular project updates, report on the commitments made during the consultation, and continue the dialogue with the public.
The continuous consultation remained in place until the public inquiry held at the end of 2025.

“Throughout the first semester, Richard Pasquet and I had the responsibility of overseeing the preliminary public consultation for the project led by the company EMME in your region. We worked to ensure that the dialogue between the company and the public was as open, constructive, and transparent as possible. We recorded your questions, comments, suggestions, and opinions, along with the company’s responses, and included all of this in our final consultation report, which also contains recommendations for the company should it decide to move forward with the project. EMME has since confirmed to the French National Commission for Public Debate (CNDP) its decision to pursue the project. This marks the beginning of a new phase involving the submission of various administrative authorization requests to the relevant authorities.
During this phase — and leading up to the public inquiry — you have the right to receive information about the project's progress that is just as reliable and transparent as before. The CNDP has appointed me to act as guarantor of this ongoing consultation, to ensure your rights are respected and that meaningful dialogue with the company continues.
I will be present at upcoming events, meetings, and workshops organized by the company starting this September, to help uphold the commitments made both to you and to the CNDP.”
