EMME: Prefect signs environmental authorization for this major project of national interest
Following the opinion issued by the Departmental Council for the Environment and Technological Health Risks (CODERST) on 4 June 2026, Sophie BROCAS, Prefect of the Nouvelle-Aquitaine Region and Prefect of Gironde, signed the environmental authorization order on 3 July 2026, allowing the development of a cobalt and nickel conversion facility by Electro Mobility Materials Europe (EMME) in the municipalities of Parempuyre and Blanquefort.
This decision marks the completion of the regulatory review procedures required for this industrial project, carried out by the relevant government departments. It confirms that the project complies with regulatory requirements regarding environmental protection and public safety.
Recognized as a “major project of national interest” under the French Green Industry Act, the project represents an important step in the development of France’s electromobility sector and in strengthening national industrial sovereignty. By producing nickel and cobalt from mixed hydroxide precipitates (MHP) and materials recovered from battery recycling, EMME will ultimately be able to meet approximately 30% of France’s needs and 10% of Europe’s needs for strategic battery materials.
EMME therefore represents a major contribution to the fight against climate change and to reducing international dependency. It also represents a significant economic opportunity for the region. A total of 500 jobs, including 200 direct jobs, are expected to be created within the local employment area.
The environmental authorization issued by the Prefect includes strict requirements aimed at preventing and reducing the project’s environmental impacts. It provides for measures to protect natural habitats and wetlands, which will be restored and monitored for 30 years. It also regulates water management, including rainwater recycling and limited discharges, as well as air emissions in accordance with the best available techniques at European level. An environmental monitoring system will also be established around the future site.
Classified as an upper-tier SEVESO facility, the installation will be subject to the highest requirements for the prevention of industrial risks. Specific measures are planned to manage flood risks — the site will be built on an area raised to a height of 6 metres — as well as technological and fire risks.
To ensure transparent information over the long term, a site monitoring committee will be established before the plant begins operations, currently scheduled for 2029. This body will regularly bring together EMME, local authorities, government departments, residents’ associations, environmental protection organizations and qualified experts. It will provide a framework for dialogue and information regarding the progress of construction work and the start of operations.
